- Actually the question is bogus because the congress hasn't tried to control the bureaucracy for decades. And it has no constitutional power to do so. It has check and balance power on the "EXECUTIVE Branch." Congress has it's own bureaucracy too. But (c) it has no constitutional power to fire civil servants.
